Commissioner of Finance shall study the inclusion of school district employees in the State Employee Group Insurance Plan (SEGIP), either combined with current SEGIP members or as a separately rated group for premium purposes.

Study must analyze costs, reserve requirements, regulatory issues, effects on the SEGIP and school districts, and any other factors deemed relevant by the commissioner for legislative consideration.

Commissioner shall consult with other relevant state agencies and interested parties during the study.

Commissioner must report findings to the legislature by January 15, 2010.
