Creates a dog park grant program administered by the commissioner of natural resources to provide matching grants to eligible units of government for establishment, expansion, or maintenance of dog parks.

Applies to cities of the first or second class located outside Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.

Recipients must post dog park rules, provide matching contributions at a 1:2 ratio (including in-kind contributions of land and improvements), post signage about constitutional amendment funding, and establish a local advisory committee.

Establishes mandatory dog park rules requiring dogs enter and exit on leash, be licensed by local authority, and prohibiting dogs under four months of age.

Appropriates $500,000 in fiscal year 2010 and $500,000 in fiscal year 2011 from the parks and trails fund to the commissioner of natural resources for dog park grants.
