HF 2293 Summary

• Establishes a green products aggregation program administered by the commissioner of administration to coordinate and arrange sales contracts for state agencies and public bodies to purchase green products and related services collectively.

• Commissioner shall develop standards and procedures for green products and services directory, with consultation from Department of Commerce, Office of Energy Security, Pollution Control Agency, Department of Employment and Economic Development, Department of Natural Resources, Department of Finance, University of Minnesota, Minnesota State Colleges and Universities, and public interest groups.

• Commissioner must set minimum standards for products including price, quality, maintenance, installation, delivery schedules, performance ratings, energy and environmental considerations, as well as eligibility requirements and financial practices.

• Commissioner shall provide participation procedures, solicit manufacturers and sellers on behalf of participants, and coordinate purchase agreements on behalf of the state and participants.

• Commissioner shall submit annual reports by February 1, 2010 and thereafter to legislative committees with jurisdiction over energy and environment detailing program activities, participants, purchases made, and estimated reductions in carbon emissions, energy savings, conservation improvements, and water quality improvements.
