The Board of Education of Special School District No. 1, Minneapolis may appoint two members to the Minneapolis redistricting commission to replace members previously appointed by city council caucuses for purposes of redistricting school board districts.

School board appointees participate in redistricting school board districts but are excluded from consideration of city council ward boundary redistricting.

School board districts must achieve ideal population by dividing total district population by six, with no district varying more than five percent above or below the ideal population.

Districts must be contiguous and compact, follow street centerlines where possible, and run due east-west or north-south; lakes within districts do not violate contiguity requirements.

Districts must not dilute voting strength of racial or language minority populations and must increase the probability of minority representation where minority concentration makes it possible; population determined using official U.S. Census data.
