Metropolitan Airports Commission must prepare an inventory of carbon emissions from operations at Minneapolis-St. Paul International Airport and all reliever and other airports under its control.

Commission must develop an implementation plan to reduce carbon emissions on a schedule aligned with greenhouse gas emission goals established in Minnesota Statutes, section 216H.02, subdivision 1.

Implementation plan must include reduction of on-site energy consumption, increased recycling, and planning for travel demand management.

Commission must report the results of the inventory and implementation plan to the legislature by January 1, 2010.
