Proposes constitutional amendment to Minnesota Constitution, Article IV, Section 4, to allow the legislature to provide by law for prompt and temporary succession of powers and duties for members ordered to active duty in armed services for more than 30 consecutive legislative days

Amendment submitted to voters at the 2010 general election with the question: "Shall the Minnesota Constitution be amended to require the legislature to enact laws providing for prompt and temporary succession to the powers and duties of a legislator who is ordered to active duty in the armed forces of the United States for a period anticipated to be more than 30 consecutive legislative days?"

Establishes process for legislators to submit names of at least three qualified nominees to serve as temporary successors; presiding officer or minority leader designates successor upon written notification that legislator has been ordered to active duty

Temporary successor exercises all powers and duties of legislator from date legislator reports to active duty until legislator notifies presiding officer or minority leader in writing they can resume office; successor cannot serve beyond the term of office of the legislator they represent

Temporary successor entitled to same privileges, immunities, and compensation as legislators; legislator on active duty forfeits salary and other compensation but retains district office allowances and legislative assistant provisions
