Appropriates $18,500,000 for bioscience development grants to political subdivisions for infrastructure projects supporting bioscience development in Minnesota.

Allocates $2,500,000 as a grant to the city of Worthington for bioscience-related infrastructure.

Allocates $14,000,000 cumulatively to Ramsey and Anoka counties for public improvements to County Road J and road and bridge improvements at Trunk Highway 36 and Rice Street in Ramsey County to support bioscience business development.

Grants to individual counties shall be distributed in amounts proportionate to their costs associated with the public improvements.

Authorizes $2,000,000 for bioscience business development public infrastructure grants under Minnesota Statutes, section 116J.435, and permits use of grant funds to repay loans used for the public improvements.
