Appropriates $5,000,000 to the commissioner of employment and economic development for a grant to Ramsey County under Minnesota Statutes, section 116J.435.

Grant funds are designated for reconstructing the Rice Street Bridge where it crosses marked Trunk Highway 36 in Ramsey County and other capital improvements to publicly owned infrastructure supporting bioscience business development.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,000,000 to fund the appropriated grant, governed by Minnesota Statutes, sections 16A.631 to 16A.675 and Minnesota Constitution, article XI, sections 4 to 7.

Section becomes effective the day following final enactment.
