Commissioner of Public Safety shall conduct a pilot project in Crow Wing County from the effective date through June 30, 2013, monitoring alcohol and controlled substance use for eligible persons with revoked driver's licenses.

Preliminary report due by September 30, 2012, and final report due by September 30, 2013, to legislative committees with jurisdiction over criminal justice policy and funding, evaluating successes, failures, participation rates, and recidivism rates.

Eligible Crow Wing County residents may choose among ignition interlock devices, secure continuous remote alcohol monitors (SCRAM), portable breath testing (PBT) devices, or other commissioner-approved monitoring methodologies.

Commissioner shall determine performance standards and certification requirements for all monitoring devices and methodologies used in the pilot project.

Participants must pay all costs associated with their monitoring; requirements specific to ignition interlock devices do not apply to persons using alternative monitoring methods.
