Creates a cooperative local facilities grant program authorizing the commissioner to make grants to counties, cities, towns, and school districts for acquiring, constructing, or renovating public land and buildings for cooperative facilities to be owned and operated by grantees.

Requires at least 30 percent of total project cost to be committed from nonstate sources and limits grants to no more than one-third of the amount appropriated by any one appropriation act.

Mandates grant applications from combinations of at least three counties, cities, towns, or school districts that have entered into joint powers agreements and formed joint powers boards, and requires demonstration of service delivery improvements and operational cost savings.

Appropriates $40,000,000 from bond proceeds to the commissioner of administration for cooperative local facilities grants, with authority to sell and issue state bonds up to $40,000,000.

Requires at least one-half of grant money each fiscal biennium be allocated to projects located outside the seven-county metropolitan area, unless insufficient applications are received from outside the metropolitan area.
