Secretary of State must certify to the Commissioner of Management and Budget the amount needed to meet the matching requirement under section 253(b)(5) of the Help America Vote Act, Public Law 107-252, if the state is eligible for additional federal payments.

Secretary of State shall specify in the certification which portion of the match should be drawn from unencumbered general fund appropriations to the Office of the Secretary of State not designated for another purpose.

Commissioner of Management and Budget must transfer the certified amount to the Help America Vote Act account upon receipt of certification or when an unencumbered general fund appropriation becomes available, whichever occurs later.

This section expires on June 30, 2011.

The section becomes effective the day following final enactment.
