Establishes a Webmaster position to be appointed by the chief information officer, responsible for supervising and developing state Web sites under the office's control while ensuring accessibility standards and consistent formatting throughout state government.

Requires the chief information officer to develop and establish a state information architecture ensuring that agency information systems complement each other, avoid duplication, and provide enhanced public access to data consistent with chapter 13 requirements.

Mandates the chief information officer review and approve state agency technology plans, funding requests for information systems, and major equipment purchases to ensure consistency with enterprise information technology strategy and state information architecture.

Directs the chief information officer to develop standards for transparency and public access to electronic data maintained by state government, including requirements that the state information architecture facilitate data access, publicly available data use an approved metadata model, and geospatial data conform to an approved geocode model.

Requires the chief information officer to report by January 15, 2011 to legislative committees on the development of transparency standards, including the development process, public comment opportunities, and implemented components with descriptions of public data access levels.
