Proposes amending the Minnesota Constitution, article IV, section 12 to allow the legislature to convene in special session upon written agreement of the president and majority leader of the senate and the speaker and majority leader of the house of representatives, with approval from each house's rules committee.

Special sessions called by legislators may not exceed seven legislative days, and any bill considered must have its subject stated in the agreement that convened the special session.

Governor retains authority to call special sessions on extraordinary occasions.

Proposed amendment must be submitted to voters at the 2010 general election with the ballot question asking whether the constitution should be amended to allow legislature to meet in special session for up to seven legislative days under the specified conditions.
