Permits counties that have passed a county sales tax for countywide high-speed communications infrastructure and received federal Rural Utilities Service Broadband Initiatives Program funding to construct new telephone exchanges within their borders where an exchange already exists.

Requires authorization by a majority vote at a general election or special election called for that purpose to construct the new telephone exchange.

Modifies Minnesota Statutes section 237.19 to apply only to counties meeting the specified criteria, while maintaining the statute's application to other counties.

Becomes effective the day following final enactment.
