Repeals Minnesota Statutes 2008, section 127A.46, which required the Department of Management and Budget to reduce school district state aid payments prior to the state of Minnesota undertaking short-term borrowing for cash flow needs.

Eliminates the requirement that school districts' state aid payments be reduced before the state engages in short-term cash flow borrowing.

Effective the day following final enactment of the bill.
