Requires the commissioner of administration to mandate that contractors and subcontractors divert at least 50 percent of nonhazardous construction and demolition waste from landfills through recycling for all state building construction, renovation, and demolition projects funded by bond proceeds after January 1, 2010.

Allows contractors to satisfy the recycling requirement by either recycling waste directly or delivering waste to construction and demolition waste recycling facilities that maintain a 50 percent annual recycling rate.

Applies only to projects located within 40 miles of a qualifying construction and demolition waste recycling facility capable of processing applicable building materials.

Applies only to construction and renovation projects where bond funding is $5,000,000 or more.

Takes effect the day following final enactment.
