Increases the revenue bond limit for the higher education facilities authority from $950,000,000 to $1,300,000,000.

Authorizes the authority to issue notes, bond anticipation notes, and revenue refunding bonds under sections 136A.25 to 136A.42.

Permits the authority to use bond proceeds for acquiring, constructing, reconstructing, enlarging, remodeling, renovating, improving, furnishing, or equipping higher education projects.

Takes effect the day following final enactment.
