Amends Minnesota Statutes 2008, section 116.07, subdivision 7c to modify discharge permit requirements for animal feedlots with 1,000 or more animal units.

Requires the agency to issue state disposal system permits for feedlots instead of national pollutant discharge elimination permits, with different permit types based on facility status and priority designation.

Newly constructed or expanded feedlots identified as priorities by the commissioner must receive individual permits, while existing priority feedlots must also receive individual permits, and non-priority feedlots receive general permits.

Requires at least one public hearing prior to issuance of a general state disposal system permit and mandates public notice and comment periods to be coordinated with environmental review or conditional use permit processes when practicable.

Most provisions are effective the day following final enactment; paragraph (a), clause (1) is effective January 1, 2011.
