Amends Minnesota Statutes to broaden eligibility for the veteran-owned small business bid preference program from six percent preference on state procurement contracts.

Expands definition of eligible veterans to include those with service-connected disabilities as determined by the United States Department of Veterans Affairs, in addition to recently separated veterans.

Establishes that veteran-owned small businesses must be majority-owned and operated, with principal place of business in Minnesota, and verified by the United States Department of Veterans Affairs.

Authorizes the commissioner to adopt rules for certifying eligible small businesses, hearing appeals and grievances, and excluding or limiting participation of nonmanufacturing businesses such as brokers, franchises, and lessors.

Effective date of July 1, 2010, applies to businesses applying for state contracts awarded on or after that date.
