Acknowledges the Veterans of Foreign Wars organization was founded in 1899 and federally chartered by Congress on May 28, 1936

Establishes the observance to honor the 111th year of the organization's existence and annually thereafter on its anniversary date

Directs the state to recognize veterans who have dedicated themselves to serving their community, state, and nation

Effective date is July 1, 2010
