Mandates foreclosure advice notice in 14-point boldface type on colored paper delivered with foreclosure notice at least once every 60 days during foreclosure, including contact information for Minnesota Home Ownership Center (651-659-9336 or 866-462-6466).

Requires notice of redemption rights in 14-point boldface type on colored paper delivered with foreclosure notice, explaining redemption period duration and process for keeping the home.

Establishes that person attempting to acquire fee title from mortgagor after sheriff's sale must provide written notice three days before entering agreement, with exceptions for licensed agents, certain buyers, lenders, nonprofits, government entities, and natural persons with prior personal relationships to foreclosed homeowner.

Creates private right of action for violation of notice requirements with damages including actual damages, $1,000 statutory damages, and attorney fees; Section 4 expires December 31, 2012.
