Board of Teaching may adopt new rules and amend existing rules to license public school teachers and interns only under specific legislative authority and consistent with chapter 14 requirements.

Board must adopt rules requiring skills examinations in reading, writing, and mathematics for initial teacher licensure, with remedial assistance provided by colleges and universities for those not achieving qualifying scores.

Board must adopt rules requiring candidates for initial licenses to complete examinations in general pedagogical knowledge and licensure-specific teaching skills, effective by September 1, 2001.

Board must adopt rules requiring candidates for pre-kindergarten and elementary licensure to demonstrate knowledge and understanding of comprehensive, scientifically-based reading instruction and reading development.

Board must adopt rules requiring licensed teachers renewing continuing licenses to include further preparation in positive behavior interventions, curriculum accommodations, reading instruction, and early-onset mental illness warning signs in children and adolescents.
