Appropriates $2,000,000 from bond proceeds to the commissioner of human services for a grant to the city of Maplewood to design, renovate, and equip the former St. Paul's monastery.

Designates the renovated monastery as a regional service center and learning institute providing domestic violence support, legal services, mental and chemical health treatment, community education, shelter, and other services.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,000,000 in accordance with Minnesota Statutes, sections 16A.631 to 16A.675, and the Minnesota Constitution, article XI, sections 4 to 7.

Sections 1 and 2 become effective the day following final enactment.
