City of Richfield may impose response time residency requirements on firefighters, notwithstanding Minnesota Statutes section 415.16, subdivision 2

Response time residency requirement cannot be less than 10 minutes

Requirement applies only to firefighters hired after the effective date of the residency requirement

Requirement applies only during the first 10 years of employment or until the section expires, whichever is earlier

Section expires seven years from the effective date
