Amends Minnesota Statutes 2009 Supplement, section 155A.25, subdivision 1, to modify fee schedules and deposit requirements for cosmetology-related licenses and certificates.

Establishes three-year license fees for cosmetologists, manicurists, and estheticians at $90 initial and $60 renewal; instructors and managers at $120 initial and $90 renewal; salons at $130 initial and $100 renewal; and schools at $1,500.

Sets penalty fees including $150 for managers and owners with lapsed practitioners, $45 for expired individual licenses, and $50 for expired salon or school licenses.

Requires the board's executive secretary to deposit all fees in the general fund of the state treasury, with the new provision that checks for license or certificate fees cannot be deposited until after the license or certificate has been issued or renewed.

Defines "check" according to section 604.113 for purposes of the deposit requirement.
