Modifies the formula allowance used to compute extended time revenue for school districts by reducing it from $4.60 to $523 per pupil unit.

Extended time revenue is calculated as the formula allowance minus $523, multiplied by the sum of adjusted marginal cost pupil units for pupils in average daily membership between 1.0 and 1.2.

Authorizes school districts to use extended time revenue for extended day programs, extended week programs, summer school, and other programming authorized under the learning year program.

Effective for revenue in fiscal years 2011 and later.
