Creates "Ryan's Vital Record Rights Act" allowing courts to order registration of replacement vital records when a death record is found incomplete, inaccurate, or false.

Permits courts to order amended death records and directs the state registrar to implement the court's findings upon receipt of the order.

Authorizes courts to find cause or manner of death information incomplete, inaccurate, or false and order vital record amendments under Minnesota Statutes section 144.221, subdivision 4.

Allows a judge to direct the state registrar to register a death with fact of death information when no body has been found but reasonable proof of death exists.

Becomes effective the day following final enactment and applies to death records registered as of January 1, 2001.
