Appropriates $30,000,000 from bond proceeds in the trunk highway fund in fiscal year 2011 to the commissioner of transportation for construction, reconstruction, and improvement of trunk highways, including design-build contracts and consultant usage, with up to $5,100,000 available for program delivery.

Appropriates $70,000,000 from bond proceeds in the trunk highway fund in fiscal year 2011 for construction of interchanges involving trunk highways that promote economic development and employment, with 50 percent allocated to the metropolitan district and 50 percent to districts in greater Minnesota.

Appropriates $100,000 from bond proceeds in the trunk highway fund in fiscal year 2011 to the commissioner of finance for bond sale expenses.

Authorizes the commissioner of management and budget to sell and issue up to $100,100,000 in state bonds in accordance with Minnesota Statutes sections 167.50 to 167.52 and the Minnesota Constitution article XIV section 11, with bond proceeds deposited in the trunk highway fund.

Sections become effective the day following final enactment.
