Appropriates $300,000 from the Help America Vote Act account to the secretary of state for grants to counties with fewer than 50,000 registered voters as of January 1, 2010, to defray operating costs of assistive voting and vote-counting equipment, with grants of up to $300 per polling place.

Appropriates $2,100,000 from the Help America Vote Act account for grants to eligible counties to purchase optical scan voting equipment, with counties required to provide a 50 percent match and grants of up to $4,000 per precinct.

Requires counties receiving operating cost grants to submit applications by August 1, 2010, with awards made by December 1, 2010; optical scan equipment grant applications must be submitted by December 1, 2010, for purchases prior to March 31, 2014.

Counties must maintain financial records meeting federal audit standards, submit expenditure reports to the secretary of state, and return any unused funds by specified deadlines (June 30, 2013 for operating costs; June 30, 2014 for optical scan equipment).
