Amends Minnesota Statutes to establish that "mixture" means a preparation containing a controlled substance regardless of purity, with exceptions noted in related statutes.

Weight of water used in controlled substance water filtration devices may not be counted when measuring mixture weight, except when the mixture contains four or more fluid ounces of water.

Establishes specific weight thresholds for first-degree controlled substance possession crimes: 25 grams or more of cocaine/heroin/methamphetamine mixtures, 500 grams or more of other narcotic drug mixtures, or 100 kilograms or more of marijuana/THC mixtures.

Establishes specific weight thresholds for second-degree controlled substance possession crimes: 6 grams or more of cocaine/heroin/methamphetamine mixtures, 50 grams or more of other narcotic drug mixtures, or 50 kilograms or more of marijuana/THC mixtures.

Establishes specific weight thresholds for third-degree controlled substance possession crimes including 90-day periodic possession limits, and includes enhanced penalties for possession in school zones, park zones, public housing zones, or drug treatment facilities, all effective August 1, 2010.
