Amends Minnesota Statutes section 13.32, subdivision 3 to clarify that educational data is private and establishes specific exceptions for when disclosure is permitted.

Permits disclosure of educational data pursuant to court orders, statutes specifically authorizing access, health and safety emergencies, federal law, and immunization and epidemiologic investigations.

Allows disclosure to school districts for remedial instruction information and to juvenile justice authorities when data concerns a student's risk of harm, subject to written requests and parental consent requirements.

Permits disclosure to volunteers with legitimate educational interests, colleges and universities for student recruiting, and to the Commissioner of Education for investigating alleged student maltreatment.

Authorizes disclosure of final disciplinary proceeding results for crimes of violence or sex offenses, registered sex offender information, and alcohol or controlled substance violations to parents at postsecondary institutions with signed information release forms.
