Amends Minnesota Statutes 2008, section 256B.0636 to modify duties of the commissioner of human services regarding controlled substance abuse prevention

Requires the commissioner to review utilization patterns of controlled substances among Minnesota health care program enrollees and periodically review data collected by the prescription electronic reporting system

Mandates development of a mechanism to address controlled substance abuse for both fee-for-service and managed care enrollees, including enrolling substance abusers in the Minnesota restricted recipient program when appropriate

Requires the commissioner to provide education to Minnesota health care program enrollees on proper use of controlled substances and to educate pharmacists on the Minnesota restricted recipient program and controlled substance abuse prevention

Defines "Minnesota health care program" as medical assistance, MinnesotaCare, or general assistance medical care
