HF 2771 Summary

• Creates a cooperative local facilities grant program allowing the commissioner to make grants to combinations of at least three counties, cities, towns, or school districts for acquiring, constructing, or renovating public facilities.

• Requires 30 percent of total project costs to be committed from non-state sources and limits state grants to no more than one-third of any appropriation per project.

• Grant applicants must form a joint powers board under Minnesota Statutes section 471.59 and submit applications demonstrating improved service delivery and operational cost savings.

• Appropriates $20,000,000 from bond proceeds and authorizes the Commissioner of Management and Budget to issue up to $20,000,000 in state bonds to fund the grants.

• Requires at least half of grant funds each fiscal biennium be allocated to projects located outside the seven-county metropolitan area as defined in section 473.121.
