Increases the Spirit Mountain Recreation Area Authority board from seven to nine directors appointed by the mayor of Duluth with city council approval

Requires preference in director selection for persons with knowledge and background in business, finance, and management

Sets the initial term of the two new directors added in 2010 at four years, with subsequent director terms lasting three years and expiring on June 30

Maintains that directors serve without compensation but may be reimbursed for necessary expenses, and prohibits directors from having personal financial interests in authority contracts or conflicts of interest

Becomes effective upon approval by the city of Duluth's governing body and compliance with Minnesota Statutes section 645.021, subdivision 3
