Amends Minnesota Statutes 2008, section 216B.16, to add requirements for public utility disclosure of travel, entertainment, and related employee expenses in rate change requests.

Prohibits the Public Utilities Commission from allowing public utility travel, entertainment, and related employee expenses it deems unreasonable and unnecessary for utility service provision.

Requires public utilities filing a general rate case petition to include a separately itemized schedule of all travel, entertainment, and related employee expenses in nine specified categories: travel and lodging, food and beverage, recreational and entertainment, board of director-related, top ten officers and employees compensation, membership dues, gift expenses, aircraft expenses, and lobbying expenses.

Mandates each applicable expense from the two most recent fiscal years be itemized separately with the date, amount, vendor name, and business purpose, plus a one-page summary of total amounts for each expense category for the proposed test year.

Classifies all travel, entertainment, and related employee expenses provided for ratemaking purposes as public data, excluding them from nonpublic data and trade secret protections under Minnesota law.
