Broadens the veteran-owned small business bid preference program to include veterans with service-connected disabilities in addition to recently separated veterans.

Increases the bid preference award to up to six percent for certified small businesses that are majority-owned and operated by eligible veterans.

Requires businesses to be certified by the commissioner and verified by the United States Department of Veterans Affairs as veteran-owned small businesses or service-disabled veteran-owned small businesses.

Establishes that the program aims to facilitate veterans' transition from military to civilian life, compensate veterans for their sacrifices, and enhance economic development within Minnesota.

Makes the amendments effective July 1, 2010, and applies to businesses that apply for state contracts being awarded on or after that date.
