Amend Minnesota Statutes 2008, section 3.98, subdivision 2 to modify fiscal note requirements for bills.

Fiscal notes must cite the effect in dollar amounts and the direct net increase or decrease in total public and private sector jobs in the state.

Fiscal notes must estimate average annual wages of public and private sector jobs impacted and estimate increases or decreases in revenues or expenditures.

Fiscal notes must estimate the effect on federal funds and federal requirements including maintenance of effort requirements, include costs that may be absorbed without additional funds, and include assumptions used in cost estimates.

Effective date for these fiscal note requirements is January 1, 2011 for fiscal notes requested after that date.
