Adjusts general fund appropriations for fiscal year 2011 to balance the state budget for the biennium ending June 30, 2011.

Appropriates $74,800,000 in fiscal year 2010 from the general fund to the commissioner of human services to restore funding to the general assistance medical care program.

Reduces fiscal year 2011 general fund appropriations to the University of Minnesota Board of Regents by $36,000,000 and to the Minnesota State Colleges and Universities Board of Trustees by $10,000,000.

Reduces appropriations to constitutional officers: governor and lieutenant governor ($300,000), state auditor ($800,000), attorney general ($2,100,000), and secretary of state ($500,000).

Achieves $1,226,360,000 in total appropriations reductions for the biennium while protecting Supreme Court, Court of Appeals, trial courts, public defenders, Department of Public Safety, Department of Corrections, veterans homes, and school district debt service from cuts.
