Amends Minnesota Statutes 2008, section 116J.437, subdivision 1 to expand the definition of "green economy" to include six specific categories: renewable energy use, statewide energy-savings goals, greenhouse gas emission reduction goals, surface water quality protection, biofuels expansion, and green chemistry.

Adds "green chemistry" as defined in section 116.9401 to the definition of products, processes, methods, technologies, or services that constitute a green economy.

Expands the greenhouse gas reduction component to include mitigation strategies such as carbon capture, storage, and sequestration, as well as reduction of emissions.

Clarifies that for greenhouse gas reduction purposes, "green economy" includes strategies that reduce carbon emissions through utilizing existing buildings and infrastructure and promoting mass transit or reducing commuting for employees.

Becomes effective the day following final enactment.
