Establishes a 12-member Collaborative Governance Council consisting of the state auditor and one member each appointed by the League of Minnesota Cities, Minnesota Association of Townships, Association of Minnesota Counties, Minnesota School Board Association, American Federation of State, County, and Municipal Employees, Education Minnesota, Service Employees International Union, state senate majority leader, state senate minority leader, house speaker, and house minority leader.

Requires initial council appointments to be completed by July 1, 2010, with the state auditor serving as chair and convening the first meeting by July 31, 2010; council must meet at least quarterly.

Council members receive no compensation or reimbursement for expenses and may seek input from nonmember organizations with relevant expertise.

Council shall develop recommendations to the governor and legislature on increasing governmental collaboration, including review of statutes and rules, improved service delivery, technology implementation, financial modernization, and model forms for joint power agreements.

Council must submit annual recommendations and draft legislation by February 1 each year to the governor and relevant legislative committees; the council expires June 30, 2015, with an effective date of June 1, 2010.
