Amends Minnesota Statutes 2009 Supplement, section 299D.03, subdivision 5 to modify allocation of traffic fines and forfeited bail money collected by State Patrol officers.

Increases the Minnesota grade crossing safety account allocation from $600,000 to $1,000,000 in each fiscal year from traffic fine receipts collected by State Patrol.

Allocates three-eighths of traffic fines and forfeited bail money to the state general fund and five-eighths to the state trunk highway fund (applies to maximum weight motor vehicle violations collected by state employees).

Requires fines collected within municipalities where the city attorney prosecutes to be split three ways: one-third to state general fund, one-third to the prosecuting municipality, and one-third to Minnesota grade crossing safety account or state trunk highway fund.

Mandates all costs for participation in a nationwide police communication system be paid from state appropriations designated for that purpose.
