Amends Minnesota Statutes 2008, section 629.72, subdivision 2a to establish standards for electronic monitoring devices used to protect domestic abuse victims before courts may order their use as a condition of pretrial release.

Allows a judicial district to establish a pilot project enabling courts to order electronic monitoring for persons arrested on domestic abuse charges described in section 609.135, subdivision 5a, paragraph (b).

Requires the chief judge of a participating judicial district to convene an advisory group including law enforcement, prosecutors, defense attorneys, court administrators, judges, and battered women's organizations to develop standards for device use and data protection.

Mandates that participating judicial districts report pilot project data to the state court administrator's office, with the administrator reporting results by January 15, 2013 to legislative committees with criminal justice jurisdiction.

Provisions sunset on January 15, 2013.
