Amends Minnesota Statutes to clarify that "child with a disability" includes children identified under federal and state special education law with conditions such as hearing impairment, blindness, speech/language impairment, physical disability, mental disability, emotional/behavioral disorder, specific learning disability, autism, traumatic brain injury, multiple disabilities, or deafblind disability.

Establishes that licensed physicians, advanced practice nurses, and licensed psychologists are qualified to diagnose and determine attention deficit disorder or attention deficit hyperactivity disorder for purposes of identifying a child with a disability.

Requires every school district to provide or make available special education and related services to every child with a disability who is a district resident until the child turns 21 years old or receives a regular high school diploma, whichever comes first.

Specifies that if a child with a disability turns 21 during the school year, the district must continue providing services through the last day of that school year or until the child receives a regular high school diploma, whichever comes first.

Requires districts to ensure children with disabilities who are unilaterally enrolled in nonpublic schools within the district have an opportunity to participate in special education and related services, with district spending at least equal to the proportionate amount of federal funds available for such children.
