Establishes the Legislative Commission for Policy Innovation and Research consisting of 12 members: three Senate members appointed by the Subcommittee on Committees, three Senate members appointed by the Senate minority leader, three House members appointed by the Speaker, and three House members appointed by the House minority leader.

Members serve until replaced or until they are no longer members of their respective legislative body, with vacancies filled within 30 days by the appointing authority.

Commission shall meet in January of each odd-numbered year to elect a chair and vice-chair, with these positions alternating biennially between the Senate and House; members serve without compensation but may be reimbursed for reasonable expenses.

Commission shall periodically select policy innovation topics suitable for review and analysis by independent organizations, focusing on areas where research could yield recommendations for significant government efficiencies and improvements; legislators and committees may submit topic recommendations.

After selecting a topic, the commission shall prepare a public request for proposal specifying the research scope, deadlines, and guidelines, review submissions based on qualifications and proposed methodology, and may select a submission, revise the request, or terminate the process.

Commission must hold hearings to receive reports and ensure relevant legislative committees receive notice and opportunity to review findings, with all written reports made publicly available on the legislative website.
