• Establishes calculation methodology for nonpublic pupil transportation aid using the district's actual expenditure per pupil transported in regular and excess transportation categories, adjusted by formula allowance ratios between the current and preceding school years.

• Prohibits school districts from providing transportation services to nonpublic school students whose nonpublic school has an unpaid bill for previous pupil transportation services.

• Requires charter schools to notify their district and Department of Education by March 1 (or July 1 for first fiscal year) whether they will provide their own transportation or use district services.

• Effective for transportation services provided on or after July 1, 2010.
