Direct the Metropolitan Sports Facilities Commission to offer the Metrodome to a professional football team pending an agreement between the Metropolitan Council, the team, the league, the commission, and other necessary entities.

Require the professional football team to remain in Minnesota and play in the National Football League for at least 20 years as a condition of Metrodome ownership transfer.

Require the professional football team to pay $5,000,000 to Hennepin County if the Metrodome property is sold and ensure all public infrastructure associated with the Metrodome is maintained.

Require the professional football team to pay $1 to the state of Minnesota as payment in full for the Metrodome and property.

Abolish the Metropolitan Sports Facilities Commission upon completion of the Metrodome transfer to the professional football team.
