Prohibits any person from selling or offering for sale motor vehicle windows or windshields composed of, covered by, or treated with material that fails to comply with subdivision 4 provisions.

Prohibits applying or offering to apply material to motor vehicle windows or windshields that fails to comply with subdivision 4 as part of a business transaction.

Violation of these prohibitions constitutes a misdemeanor.

Exempts sales of motor vehicles that already contain windows or windshields with non-compliant tinting material from the prohibition.

Amends Minnesota Statutes 2008, section 169.71, by adding subdivision 5.
