The commissioner shall classify all bridges into tier 1, 2, or 3 based on traffic volume, sufficiency rating, fracture-critical status, and priority designation, with tier 1 being the highest priority.

Tier 1 bridges have average daily traffic above 1,000 and sufficiency rating at or below 50, or are identified as priority projects; tier 2 bridges are fracture-critical or have sufficiency ratings at or below 80; tier 3 includes all other bridges.

By June 30, 2018, all tier 1 and tier 2 bridges must be under contract for repair or replacement with load-path-redundant design, except bridges with documented reasons to remain in service.

The commissioner must establish a risk-based prioritization system by February 1, 2011 for bridges identified after the program concludes, considering bridge condition, age, load capacity, flood susceptibility, traffic volume, detour length, and functional classification.

The commissioner shall establish criteria for determining priority within each tier with safety considerations as a mandatory criterion.
