Authorizes beverage production facilities to be located in basements or other subgrade areas, including manufacturing of flavored beverage bases, syrups, bottled water, and carbonated or noncarbonated beverages, subject to Minnesota Rules parts 1550.1650 to 1550.1870.

Permits beer and malt beverage bottling operations to be lawfully established in basement or subgrade locations under the same regulatory framework.

Allows buildings or portions thereof used for beverage production to also be used for other purposes.

Directs the commissioner of agriculture to amend Minnesota Rules parts 1550.1650 and 1550.1720, and any other necessary rules, to conform with the new beverage production authorization.

Became effective the day following final enactment (April 2, 2010), with the commissioner authorized to use the good cause exemption process to expedite rule amendments.
