Amends Minnesota Statutes 2008, section 65B.43, subdivision 2 to clarify that a trailer connected to or towed by a motor vehicle is considered part of a single motor vehicle for definitional purposes.

Modifies Minnesota Statutes 2008, section 169.09, subdivision 5a to specify that when a motor vehicle with one or more trailers is operated, the operator is deemed an agent of the owner of the self-propelled portion only, not the trailer portion.

Changes the definition of "motor vehicle" to exclude motorcycles and vehicles with fewer than four wheels, while requiring registration and engine/motor propulsion for use on public roads and highways.

Establishes that a single self-propelled vehicle connected to or towing one or more trailers constitutes a single motor vehicle combination for definition purposes.
